Summer is when you see a lot of roofing getting done, but that makes it the busiest time of the year, and thus prices are high. It’s also harder work in the heat, and the shingles tend to stretch and inflate in that heat, causing problems when winter rolls around and they try to contract.

Fall
Fall is the best time for it, especially in early fall. You can often get a discount, as less-busy contractors want to drum up business, and the weather is about as even as it can be, without being sweltering.
Some places do have inclement weather in the fall, with rains and so on, but these tend to be later in the fall, advance shock waves from the oncoming winter more or less. For the savings and the availability, this is definitely the best time of year to plan around if you have a choice.
Winter
No. That’s the answer, but let us elaborate. In the winter, things are brittle, it’s cold, tools and chemicals work slowly, and the weather rarely cooperates. No construction project should really be done in the winter time if it can be at all avoided, truth be told.
